BASIC CONCLUSION DRAWN FROM THESE ANSWERS 

a. Should more speed bumps be installed in critical areas?

Overwhelming majority is against this decision.                                                                

                                                             

b. If critical areas are justified should the Committee seek quotes immediately?

Greater majority is against this decision.  

                                                             

c. Should the committee await an AGM or EGM to seek owners' agreement before coming work?

Greater majority is in favour of this decision.                                 

                                     

d. If the addition of a speed bump is considered to be a Health & Safety issue should the Committee act immediately?

Whilst the responses were both close, for 'Yes' and 'No",

there was a marginal majority in favour of this decision.  


IN SUMMERISING THE RESULTS, THE CONCLUSION THAT CAN BE DRAWN IS:  

Residents (owners and tenants) are against the installation of any more speed bumps. However, if it is deemed through a Health & Safety investigation that one or more need to be installed, then the committee could take immediate action.                     

                       

1.         RESPONSES FROM THOSE WHO DID RESPONDED IN REGARD TO SURVEY ITEM (b)                      

Any area considered as critical to the safety of residents and in need of an additional speed bump

Total number who advised an area considered as critical to the safety of residents and should be rectified immediately 2 Residents or 8.00% Voted YES

Total number who did not advise an area considered as critical to the safety of residents and should be rectified immediately 23 Residents or 92.00% Voted NO

                       

2.         PRACTICAL SUGGESTIONS FROM RESIDENTS WERE INVITED TO DECREASE THE INCIDENCE OF SPEEDING WITHIN THE VILLA COMPLEX.                     

In summary, the suggestions were:                

painting speed limit signs in the road at specific places

Installing speed monitor signs with electronic signage (cost considerations to be borne in mind)

Each villa occupant should warn any visitor of the speed limit    

Estate Agents should be asked to include the speed limit in their rental agreements with tenants

The speed limit should be drawn to the attention of Trades people by residents employing their services

The entire complex should be viewed as a slow zone

letters should be sent reminding all residents that their visitors are their responsibility

Any vehicle driver found speeding should receive a letter of warning, delivered to the offender's premises

These letters should be retained as proof of taking action

Minutes of meetings should state how many letters were sent to offending persons

Consider starting a 'Neighbourhood Watch'; this may start (with) the involvement of police officials in a small way, which might help

Installing smaller electronic signs that detect speeding vehicles which could flash the words SLOW DOWN                       

3.         OTHER SUGGESTIONS WHICH MERIT CONSIDERATION WERE:                     

The angle of the rise and fall of the speed bumps could be lessened

The width of the speed bumps could be widened, making them less severe on a vehicle's suspension                                                        

 4.         ADDITIONAL COMMENTS PERTINENT TO THE DISCUSSION WERE:             

Two residents stated they felt no more speed bumps need be installed and that doing so would be a waste of members' funds

Two residents complained that daily driving over the speed bumps was damaging to the vehicle suspension

Five residents commented that exceeding the speed limit within the Villas is and has been ongoing for as long as they have been residents

One resident raised an inquiry as to who would determine a 'critical area'.

One resident remarked, with great disappointment, the committee had not taken due consideration of the motions 13, 16 & 17 which were carried at the AGM when presenting the survey

The same resident felt the survey should have included an opinion option to ascertain residents views regarding the existing speed bumps                     

5.         SECRETARY'S RESPONSE REGARDING THE LAST TWO COMMENTS          

Whilst it is affirmed the survey did not have a specific option requesting residents opinions regarding the existing speed bumps, residents were free to voice their opinion, as indeed some respondents have. Some raised other comments which were not pertinent to the survey (motions 13 & 17)

Motion 16, which was carried at the AGM, was indecisive in its subject matter. In considering this it was felt that viewpoints regarding the speed bumps and the possible inclusion of more within the Kamerunga Villas had been expressed in the motions which had been presented for inclusion in the agenda for the AGM.                       

6.   REMINDER AS TO THE AFOREMENTIONED MOTIONS PRESENTED IN THE       AGENDA FOR THE AGM           

Motion 13 That a survey of Owners and Residents opinions regarding speed bumps within Kamerunga Villas be carried out by the Committee before any further works/additions proceed and that these opinions be considered before any quotes are obtained. (This motion was carried)

Motion 16 That relevant information or links to information, on both proponents and opponents views, be made accessible on the Kamerunga Villas website prior to the survey being distributed. (This motion was Carried and Owners advised via AGM minutes)

Motion 17 We noted in the minutes of the committee meeting 17/7/13 that quotes were being gathered to install additional speed bumps outside lot 119 and in front of the pool area and believe that all Lot owners and residents should be surveyed to ascertain if we as a whole want or do not want extra speed bumps installed. We believe most residents and owners would vote no and rather have quotes on lowering some of the speed bumps that are too high and causing problems with low and small vehicles not to mention pollution. We move that a survey be carried out to get owners and residents opinions regarding the aforementioned speed bump issues.   (This motion was carried and Committee advised at the AGM it would publish distribute its own Survey)
